As Face The State reported recently, at least $500 million has already been diverted from Colorado to other states in response to an unstable regulatory environment and the threat of higher energy taxes. Much of that uncertainty stems from an increase to the state's severance tax, championed by Gov. Bill Ritter, a Democrat.
