The plan, if approved by voters, would freeze the 50% of severance tax revenues currently allocated to the Department of Natural Resources at this year's dollar amount, plus an annual increase for inflation. The yearly difference between that amount and 50% of the severance tax would be allocated to the Department of Transportation, with a mandate to prioritize improvements to I-70.
The initiative competes directly with Gov. Bill Ritter's petition drive to increase the state's severance tax.
