As the beginning of a new school year approaches, parents prepare to fork out hundreds of dollars in fees for their children's constitutionally guaranteed free public education. What many don't realize - and isn't always obvious - is that many fees charged by school districts are technically voluntary. Consequences for non-payment are also not always made clear.

Members of the Interim Committee on Public School Finance heard testimony today regarding the future of school finance in Colorado. Not surprisingly, much of the day was spent discussing ways to spend more on K-12 education.

But while many of the usual suspects, like school board members and reps from the Colorado Education Association, were present with their hand out, there were some refreshing ideas presented as well. Even some that don't involve throwing more cash at Colorado's failing public schools.

The Colorado Supreme Court, widely regarded as one of the most liberal in the country, has upheld a property tax increase that raised $118 million in its first year and was previously ruled unconstitutional by a Denver district court judge.

Unions to help craft state's use of stimulus education cash

As the Colorado Department of Education prepares to spend $900 million allocated under the nation's $787 billon Recovery and Reinvestment Act, it is working with the state's most powerful education unions and organizations "to ensure that communication related to the Recovery Act is consistent." (PDF)

The team will be in charge of communicating with Gov. Bill Ritter's office and the U.S. Department of Education on a daily basis about the allocation of stimulus funds relating to the state's schools.

From an outsider's perspective, those state legislative committee meetings certainly look long and boring. Bringing in a snack and some caffeine to get you through the day makes a lot of sense, but not when you're the sponsor of legislation mandating healthy snacks in public schools and you get caught munching on greasy potato chips.

Face The State Staff Report

The Colorado Supreme Court denied a motion from the Colorado Department of Education urging the court to speed its decision on the constitutionality of a 2007 mill levy freeze. The court further ordered that the frozen rates be preserved as the status quo until a final decision is issued in the case.
